Scheme Description

Delhi Arogya Kosh (DAK) is a financial assistance scheme introduced by the Delhi government to provide support to low-income patients undergoing treatment in government hospitals. The scheme is designed to offer financial aid of up to Rs. 5 lakhs to eligible patients who require treatment for various illnesses or diseases. This support is available for treatments provided at hospitals run by the Delhi Government, the Central Government, AIIMS, Autonomous Institutes, or Local Bodies in the National Capital Territory (NCT) of Delhi.

To be eligible for this assistance, patients must meet certain criteria. The patient’s annual family income must be up to Rs. 3 lakhs, and the patient must be a bonafide resident of Delhi for the last 3 years before submitting the application. The scheme covers any illness or medical intervention needed at government-run hospitals within Delhi.

Applicants are required to submit specific documents for verification, including proof of income (such as a National Food Security Card or Income Certificate) and proof of residence in Delhi (such as a Domicile Certificate or Voter ID). In cases where the patient is a minor, the birth certificate of the patient and the domicile proof of a parent is required.

Eligibility

  • Annual Family Income: The applicant's family income should be up to Rs. 3 lakhs per annum.
  • Resident of Delhi: The patient must be a bonafide resident of Delhi for the last 3 years prior to the application.
  • Treatment in Government Hospital: The patient should be undergoing treatment or requiring intervention in a government hospital in Delhi (Delhi Govt./Central Govt./AIIMS/Autonomous Institutes/Local Bodies).
  • Income Verification Documents: The patient needs to provide documents such as National Food Security Card (for income less than Rs. 1 lakh) or Income Certificate issued by SDM (for income up to Rs. 3 lakh).
  • Domicile Verification Documents: The patient must provide proof of residence for the last 3 years, such as: Domicile Certificate, Ration Card, Voter ID, Passport, Aadhar Card, or other government documents.
  • For Minor Patients: If the patient is a minor, the birth certificate of the patient and domicile proof of a parent must be provided.

Application Process

  • Download the application form or collect it from the hospital.
  • Fill in the form — either by the patient or their representative.
  • Attach the required documents: Income proof (Income Certificate or National Food Security Card), Treatment estimate from hospital (certified by Medical Superintendent), Two attested photos of the patient, Photocopies of treatment records, Proof of Delhi residence for the last 3 years
  • Submit the complete application in person at the Government Hospital where treatment is being taken.
  • The hospital verifies and processes the application, then forwards it to the Director General of Health Services (DGHS) via e-office.
  • Approvals are done in stages based on the amount: * Up to ₹25,000: Approved by DGHS * ₹25,001 to ₹1.5 lakh: DGHS + Finance Department approval * ₹1.5 lakh to ₹5 lakh: Approved by Chairman, DAK
  • After final approval, the amount is transferred directly to the hospital via ECS (electronic transfer).
  • The hospital is informed, and treatment can proceed with the sanctioned amount.
  • The patient is also informed by speed-post and phone (if contact number is available).

Documents Required For Income Verification

  • National Food Security Card for income less than Rs. 1 lakh per annum.
  • Income Certificate issued from area SDM (or any other officer authorized on this behalf by the Revenue Department) for income up to Rs. 3 lakhs per annum.
